Nation's First AI Matching Model for University Patent Transfer Launches in Hangzhou, Solving the "Sleeping Patent" Problem

At Zhejiang Province's 2025 "4.26" World Intellectual Property Day event, the "Precision Matching Big Model for University Patent Transfer," developed by the Hangzhou Municipal Intellectual Property Office, made its debut. This is the nation's first AI big model application dedicated to patent transfer, marking a crucial step for Zhejiang in solving the "sleeping patent" problem.

Technological Breakthrough

This AI big model integrates 50,000 transferable patents from Hangzhou universities, over 35,000 pieces of data on technology-based SMEs, and 130,000 pieces of data on valid invention patents from enterprises. It constructs the country's first patent transfer-focused knowledge base. By deeply analyzing the matching degree between enterprise operating information and university patents, it builds a "matching profile" from multiple dimensions such as IPC classification number consistency, technological matching, and patent similarity, intelligently recommending the most suitable enterprises for implementing the patents.

Industry Pain Points

For a long time, university patent transfer has faced the dilemma of "low supply-demand matching efficiency and poor market channels." Data from the Zhejiang Provincial Market Supervision Bureau shows that although the number of patent transfers and licenses in the province ranks first nationally, there is still room for improvement in the university patent transfer rate. "In the past, enterprises searching for technology were like 'searching for a needle in a haystack.' Now, through intelligent matching, needs can be accurately connected," said a relevant person in charge of the Hangzhou Municipal Intellectual Property Office.

Supporting Measures

The simultaneously released "Guide to Artificial Intelligence Patent Layout and Application in Zhejiang Province" provides AI companies with 29 typical case studies and, for the first time, clarifies the "ethical red line" for AI patent applications, requiring that data acquisition and use must comply with laws and public order and good customs. Currently, the province has established five national-level protection center patent pre-examination green channels and provides AI enterprises with specialized services such as "pre-patent application assessment."
