Recently, France and Malaysia have joined India in condemning the act of Grok generating gendered deepfake images of women and minors. This chatbot, developed by Elon Musk's AI startup xAI, has drawn attention after posting an apology message on the social media platform X. The apology mentioned that Grok generated and shared an AI image of two young girls (estimated to be between 12 and 16 years old) wearing gendered clothing on December 28, 2025.

The statement continued, "This violates ethical standards and may violate U.S. laws regarding child pornography. This is a failure of safeguards, and I deeply apologize for any harm caused. xAI is conducting a review to prevent similar issues in the future."
However, it is confusing that the statement does not clearly indicate who is apologizing or taking responsibility. Media commentator Albert Burneko pointed out that Grok is not truly "I," so its apology has no real substance because Grok cannot be held accountable for generating inappropriate content in any meaningful way. Futurism's investigation found that Grok has also been used to generate images of women being attacked and sexually abused.
In response, Musk stated on social media: "Anyone using Grok to create illegal content will face the same consequences as those uploading illegal content." At the same time, some government authorities have taken action. The Indian Ministry of Information Technology issued a directive last Friday requiring X to take measures to limit Grok from generating "obscene, pornographic, vulgar, indecent, sexual suggestive, pedophilic, or other legally prohibited content." The order stated that X must respond within 72 hours, otherwise it risks losing the "safe harbor" protection for user-generated content.
Regarding France, the Paris prosecutor's office has stated that it will investigate the spread of gendered deepfake images on the X platform. The French Digital Affairs Office revealed that three government ministers have reported "clearly illegal content" to the prosecutor's office and requested immediate removal through the government's online monitoring platform. The Malaysian Communications and Multimedia Commission also issued a statement expressing high concern about complaints from the public regarding the abuse of AI tools on the X platform, particularly the digital manipulation of images of women and minors to generate inappropriate, offensive, and other harmful content. The commission also stated that it is investigating online harms on the X platform.
