At the main forum of the National Cybersecurity Promotion Week in 2025, the highly anticipated "Artificial Intelligence Security Governance Framework" version 2.0 was officially released on September 15. This new version of the framework was developed under the context of global artificial intelligence governance initiatives, guided by the Cyberspace Administration of China, led by the National Internet Emergency Response Center, and jointly formulated by multiple artificial intelligence professional institutions, research institutes, and industry enterprises.

Since the release of the first version of the "Artificial Intelligence Security Governance Framework" in September 2024, artificial intelligence technology and its application areas have developed rapidly, bringing new opportunities and challenges. To better respond to these changes, the version 2.0 of the framework not only updates the first version but also integrates the latest trends in artificial intelligence technology development and practical application experience, continuously tracking changes in related risks. This version also particularly emphasizes the improvement and optimization of risk classification and conducts research exploration on risk grading, in order to dynamically adjust and update prevention and governance measures.

A relevant official from the National Internet Emergency Response Center stated that the release of the version 2.0 of the framework keeps pace with the global trends in artificial intelligence development, balancing technological innovation and governance practice. The goal of this framework is to deepen consensus in the fields of artificial intelligence security, ethics, and governance, striving to create a safe, trustworthy, and controllable artificial intelligence development ecosystem. In addition, the framework aims to build a collaborative governance pattern across borders, fields, and industries, promoting multilateral cooperation in artificial intelligence security governance.
