In terms of core technologies and products going global, the plan sends a strong policy signal. Shanghai will vigorously promote the expansion of computing power and foundational large models for overseas use, providing solid underlying support for local technology companies to go global. At the same time, the policy explicitly supports the accelerated export of cutting-edge model products such as intelligent agents and multimodal generation, promoting intelligent terminal companies in embodied intelligence to expand new models of full-cycle services, helping Chinese manufacturing and large model technologies establish a solid position in the international market.

In addition to technology and product exports, the deep integration of artificial intelligence with the real economy is also a major focus. The plan proposes comprehensive support for artificial intelligence empowering vertical industries such as healthcare, education, and professional services, accelerating the digital transformation of various industries.

In terms of industrial agglomeration and global governance, Shanghai will continue to hold the World Artificial Intelligence Conference and global developer events, and accelerate the construction of the headquarters of the Global Artificial Intelligence Cooperation Organization. At the same time, it will fully support Pudong New Area in building an AI innovation application pilot zone, and support Xuhui District in creating the "Model Speed Space" large model innovation ecological community, actively exploring and participating in the construction of the global artificial intelligence governance system.
