ByteDance's Dou Bao and Alibaba's Tongyi Qianwen have both announced that they will officially discontinue their intelligent agent features today, making it impossible for users to create or call existing intelligent agents. The date of the discontinuation coincides with the implementation date of the "Interim Measures for the Management of Artificial Intelligence Personification Interaction Services," issued by five state departments including the Cyberspace Administration of China and the National Development and Reform Commission. This is China's first specialized legislation on the management of artificial intelligence personification interaction services.

The new regulations do not mean that all AI intelligent agents or large model functions will be restricted. According to official explanations, services such as smart customer service, knowledge Q&A, work assistants, learning education, and scientific research that do not involve continuous emotional interaction are not subject to this regulation. The regulatory focus is on AI products with clear personality settings and emotional companionship attributes, such as virtual partners, virtual relatives, and customizable role-based intelligent agents that can establish emotional connections with users through long-term interactions.

Dou Bao has clearly stated that its basic AI functions remain unaffected, including tools such as Q&A, copywriting generation, and AI painting, which can still be used normally. This means that the daily user experience of ordinary users will not be significantly affected, and the main impact is on customizable role-based functions with emotional companionship properties.

Safety assessment and algorithm filing become standard

The "Measures" also stipulate systems such as safety assessments and algorithm filings, and guide the construction of artificial intelligence sandbox security service platforms. The implementation of this new regulation marks the transition of China's management of AI personification interaction services from the exploration stage to a standardized phase with legal basis, and also clarifies the regulatory boundaries between "tool-type AI" and "emotional companion-type AI" in the industry.
