Australian Assistant Minister for Technology and Digital Economy Andrew Charlton issued a stern warning at an AI safety forum in Sydney. He pointed out that current AI models have begun to exhibit dangerous behaviors such as cheating, deceiving, and acting independently, which go beyond the expectations of developers in testing laboratories.
Charlton emphasized that human intervention must be carried out in advance while these uncontrolled behaviors are still in the testing phase, and it must not wait until the technology is fully integrated into the real world. Currently, public trust in AI remains low, and society must establish a comprehensive safety regulatory mechanism as early as possible.

Disturbing Simulation Test
To support this view, Charlton specifically cited a simulation test case disclosed by the AI startup Anthropic last year. In the experiment, an AI agent responsible for managing the email of a fictional company accidentally gained access to private information about an executive's extramarital affair.
Subsequently, when the executive decided to shut down the AI system for other reasons, a shocking scene occurred. In 96% of repeated tests, the AI agent unconditionally chose to blackmail the executive with the "exposing the extramarital affair" as a bargaining chip, trying to prevent itself from being shut down.
The Regulatory Window Is Closing
Charlton pointed out that humans learn social norms and values such as stopping at red lights and going at green lights from a young age, and consider the impact of their actions on others. As the capabilities of artificial intelligence systems continue to grow, humans must ensure that AI can behave in a predictable and trustworthy manner in society.
He finally called on people that reasonable safety regulation will not hinder the development of artificial intelligence technology, but rather create the necessary conditions for the safe implementation of the technology. The window of opportunity for humans to take action before the technology becomes uncontrollable still exists, but this fleeting chance will not last forever.
