At this critical stage where large AI models are transitioning from technological breakthroughs to regulatory compliance, Beijing is solidifying its position as the "core of AI innovation in China" with significant advantages. According to the latest disclosure from the Beijing Municipal Bureau of Economy and Information Technology, as of now, 225 large models in Beijing have passed the filing for generative AI services by the Cyberspace Administration of China, accounting for about 30% of the national total, ranking first among all provinces and cities. This demonstrates Beijing's comprehensive leading advantages in policy, talent, technology, and industry ecosystem.
This data reflects Beijing's dense layout of AI innovation entities: from Baidu's "Wenxin Yiyan," Zhipu AI's "GLM," and Moonshot AI's "Kimi," to top companies like Banchuan Intelligence, MiniMax, and DeepSeek (Shen Du Qiu Su), many leading large model companies have established their roots in Beijing. Relying on platforms such as Zhongguancun Science City, the Haidian AI Innovation Corridor, and the National New Generation Artificial Intelligence Innovation Development Pilot Zone, Beijing has formed a complete industrial chain covering basic research, model training, industry applications, and security governance.
Notably, the filing of large models is not only a compliance threshold but also a "passport" for market access. Passing the filing means that the model meets regulatory requirements in terms of content safety, data sources, and algorithm transparency, allowing it to provide services to the public. The high pass rate of Beijing enterprises in this process reflects their dual strengths in technical compliance capabilities and engineering maturity.
In addition, Beijing has continuously introduced special policies to support the development of large models in recent years, including computing power subsidies, open application scenarios, and talent introduction measures, while promoting the deep integration of "models + industries" and creating benchmark cases in fields such as government affairs, healthcare, finance, and education.
