The Chinese open-source ecosystem is receiving a strong policy-driven engine. Recently, the "Beijing Open Source Ecosystem Construction Implementation Plan (2026–2028)" was officially issued, clearly stating that by 2028, 10 internationally influential open-source projects will be cultivated (of which no less than 5 will reach international leading levels), 30 domestic star open-source projects will be built (with more than one-third in the AI field), and 100 industry large models will achieve large-scale application. Focusing on AI and Large Models, Building Core Open Source Output
The plan emphasizes the leading role of open source in the field of artificial intelligence:
- More than 10 AI open-source projects will be included in the "domestic star" cultivation program, covering cutting-edge directions such as large models, multimodal, intelligent agents, and embodied intelligence;
- The goal of 100 industry large models will rely on Beijing's scenario advantages in finance, healthcare, government affairs, and manufacturing, promoting models from "laboratory demos" to "production-level applications";
- Support universities, enterprises, and developer communities to jointly build high-quality Chinese open-source datasets and evaluation benchmarks, solving the "neck-cutting" data dependency issue.
Comprehensive Support, From Code to Ecosystem
To achieve these goals, Beijing will establish a four-dimensional support system of "policy + platform + talent + capital":
- Establish an open-source innovation special fund, providing up to tens of millions of yuan in support for projects with international influence;
- Build the Beijing Open Source Innovation Center, offering one-stop services such as code hosting, compliance review, and international promotion;
- Promote universities to offer open-source courses and establish a system where "open-source contributions" are included in job title evaluations and talent recruitment assessments;
- Encourage state-owned enterprises and central enterprises to prioritize purchasing solutions built on high-quality open-source projects, closing the "research-use-production" loop.
Why Beijing? Ecological Advantages Are Already Emerging
As the national AI innovation source, Beijing has already gathered 7 Chinese nodes among the top 10 global open-source communities, with over 200,000 active open-source contributors, and has given birth to well-known open-source models such as Baidu PaddlePaddle, Zhipu GLM, MiniMax MiniCPM, and Mianbi CPM. This plan will systematically amplify this advantage, enabling Beijing to move from an "open-source participant" to a "rule-maker."
