OpenAI, an artificial intelligence research company, recently submitted its recommendations for a national AI action plan to the U.S. government. This strategic report, spearheaded by the White House Office of Science and Technology Policy, aims to shape the development strategy of the American AI industry.

OpenAI, Artificial Intelligence, AI

OpenAI's proposals stem from its January economic blueprint and encompass AI applications across critical areas such as national security, infrastructure, and energy. These recommendations detail how the U.S. should maintain its AI leadership, highlighting the potential challenges posed by China's rapid AI development and deployment.

The company's suggestions primarily emphasize a "freedom-centric" policy, advocating for open access to AI development technologies and protecting the rights of content creators to ensure the industry can thrive without excessive regulatory constraints. In a statement, OpenAI said: "We stand at the threshold of the next great age of prosperity: the age of intelligence. But we must ensure that people have the freedom of intelligence… the freedom to access and benefit from the advances of AI, free from authoritarian forces that seek to deprive people of that freedom and the layers of laws and bureaucracy that obstruct our ability to achieve those freedoms."

Among the many recommendations, OpenAI calls for a "voluntary partnership" between the federal government and the private sector, aiming to shield U.S. AI companies from overly burdensome state laws. Furthermore, OpenAI suggests that the U.S. needs an export control strategy to facilitate the global adoption of American AI systems and a copyright strategy that protects the rights and interests of content creators while "preserving the ability of U.S. AI models to learn from copyrighted material."

These proposals are seen as crucial for safeguarding the U.S. AI industry, strengthening national security, and maintaining a competitive edge against the Chinese market. The report states: "Maintaining U.S. leadership in AI means building the necessary infrastructure to counter the People’s Republic of China and the resources it commands. Given China’s march toward ambitious goals of widespread AI adoption in public administration, security, and military domains, the U.S. government should modernize its processes to safely deploy cutting-edge AI tools at the speed of the private sector and with the efficiency the American people expect."

Kevin Green, COO of AI banking startup Hapax, told AI Business that OpenAI's views represent a broad industry need for freedom of innovation as the U.S. is still defining its path forward for AI. He commented: "From a government perspective, there’s no time to sit on the sidelines. The government needs to embrace this technology, not just understand the challenges and risks, but also see the opportunities."

Therefore, OpenAI stresses that developing freedom and a regulatory framework conducive to AI innovation is crucial. "If we restrict AI innovation, we will miss the obvious fastest path to progress," he said. "Policies that restrict the ability of startups to discover the next great application will not only economically harm us, but will also harm our position in global tech leadership. AI will change everything, and we need to think carefully about how we develop it."

In January, President Trump signed an executive order declaring that "maintaining and strengthening U.S. global leadership in artificial intelligence is the policy of the United States," subsequently ordering the development of an AI action plan. This plan, aimed at identifying policy actions to strengthen U.S. global AI leadership, is expected to be submitted to the President in July.
