The Ministry of Industry and Information Technology has released the "14th Five-Year Plan for the Development of the Information and Communication Industry," making arrangements regarding real-name registration of phone users, management of fraud apps, and the construction of an AI-driven anti-fraud system.

The plan proposes building a real-name system and security management system throughout the entire lifecycle, and establishing a technical countermeasure system for real-name systems that includes "data-driven, precise risk management, and closed-loop handling." It also suggests setting up a classified and tiered security supervision system for SMS ports, IoT cards, and other areas, promoting safety assessments of fraud risks in key emerging businesses, deepening collaborative management of fraud-related accounts related to phone numbers, and advancing staged handling of fraud apps.

In terms of technical measures, the plan clearly outlines the construction of industry anti-fraud labs, strengthens smart "card-cutting" analysis and processing, enhances data support, and builds an AI-driven anti-fraud technology system. At the same time, the Ministry of Industry and Information Technology will strengthen resource sharing and analysis of fraud-related information with departments such as public security, finance, and internet information, guide industry self-regulation, explore AI-powered anti-fraud assistants, develop an anti-fraud publicity brand framework, and establish an overall integrated management framework.
