Today, the Beijing Artificial Intelligence Innovation High Ground Construction Conference was officially held. Yang Xiulin, Director of the Beijing Development and Reform Commission, announced the "Beijing Artificial Intelligence Innovation High Ground Construction Action Plan" at the meeting, clearly stating that Beijing will deeply implement the "Nine Actions", aiming to make the core AI industry scale in the city break through 1 trillion yuan within the next two years.

According to Yang Xiulin's introduction, Beijing has already formed an absolute leading advantage in the AI field. By the end of 2025, the core AI industry scale in Beijing is expected to reach 450 billion yuan, with more than 2,500 companies gathered, and these two key indicators account for about 50% of the country's total.

"Beijing Original" Leading the National AI Track

Beijing has become a cradle for top-tier AI companies in China, where many industry records have been set:

  • Capital Hub: Nearly 60 AI-related listed companies in the city, and about 40 unicorn companies.

  • Champions Gathered: The highest-valued AI unicorn in the country, the company with the largest single financing amount in embodied intelligence and scientific intelligence, as well as the first listed domestic AI chip and model company are all rooted here.

  • National-level Applications: The Dou Bao under ByteDance had a monthly active user (MAU) of over 172 million in the third quarter of 2025, firmly holding the top position among domestic native AI applications. Its launched "Dou Bao Phone Assistant" has driven an interaction revolution in the entire edge-side AI industry through deep integration into the ecosystem.

Strategic Goals: Moving Toward a Global Innovation High Ground

The newly released action plan shows that Beijing not only continues to focus on software and algorithms, but also accelerates its layout in cutting-edge fields such as embodied intelligence and scientific intelligence (AI for Science). Relying on the research advantages of Haidian District and the manufacturing foundation of Economic Development Zone, Beijing is building a full industry chain from the underlying chips, basic models to terminal products, ensuring its core position in the global AI competition.
